A father complained that now he has 50/50 custody, the change in child support is taking a long time, whereas when mom had custody the child support modifications were back dated and were effective upon filing.

Here is my response in the hope that it will help other fathers and children who seek justice.

I am not a attorney and this is not legal advice.

It seems like agencies are suspiciously slow with child support changes when they benefit children and fathers, and much quicker when those changes benefit mothers. This is even true when they know the formula is not being applied and the child is being denied the benefit of proper child support amount.

This may be because these changes often reduce the child support dollars paid, which means these agencies have a financial conflict of interest, as their income depends on the total dollars transferred, even if children are worse off.

This slow down may violate their duties to provide expedited procedures:

> Expedited administrative and judicial procedures ) for establishing paternity and for establishing, modifying, and enforcing support obligations. The Secretary may waive the provisions of this paragraph with respect to one or more political subdivisions within the State on the basis of the effectiveness and timeliness of support order issuance and enforcement or paternity establishment within the political subdivision ).

There may be the basis for a class action lawsuit here.

Purposeful slow downs in modifying child support when fathers and children benefit may be driven a combination of desire for financial gain at the expense of the welfare of children and fathers or gender based animus against fathers and those children associated with them:
